Yet even in the midst of his campaigns Edward issued the statute of Acton Burnell of 1283, which provided a better way of recovering merchants' debts, and the statute of Rhuddlan of 1284 for the regulation of the king's exchequer.

Segontium had the honor of being the birthplace of the Emperor Constantine, and many Roman remains still exist there. It was in 1284, however, that Edward I. began building the present castle, and it took thirty-nine years to complete. The castle plan is an irregular oval, with one side overlooking the strait.

The castle stands on the verge of a precipitous rock and its outer walls are continuous with those of the town. It is a perfect specimen of a Thirteenth Century military fortress, with walls of enormous thickness, flanked by eight huge, circular towers. It was built by Edward I in 1284.

On the other hand, fines were to be assessed according to local custom; compurgation was retained for unimportant cases and inheritances were to remain divisible among all heirs male. The ordinance that contains these dispositions is no parliamentary statute, but seems to have been drawn up by the King in council, March 24, 1284.

The first obstruction was placed in the river by Isabella de Fortibus, about the year 1284, owing to a dispute she had with the merchants of the city concerning various dues. The merchants appealed to Henry III, who ordered the obstruction to be removed, but so powerful were the Earls of Devon in those days that no steps were taken to restore the navigation of the waterway.

This old Chronicle was compiled in the reign of Alfonso the Wise, who was learned in the exact science of his time, and also a troubadour. Alfonso reigned between the years 1252 and 1284, and the Chronicle was written by the King himself, or under his immediate direction. It is in four parts.

The subjection of Japan would have been in the interest of the Chinese, as it would have opened a market which had been almost closed against them in the Sung period. Mongol wars followed in the south. In 1282 began the war against Burma; in 1284 Annam and Cambodia were conquered; in 1292 a campaign was started against Java.

He quaintly thought it would promote the civilisation of Wales if the people were forced to "learn civility" by living in towns and sending their children to school in England. His assiduous visitation of the Welsh dioceses in 1284 did something to kindle zeal, and win the Welsh clergy from the idleness wherein, he believed, lay the root of all their shortcomings.

The farmer thinks that he has done well if he gets a hundred and fifty or two hundred bushels of potatoes from an acre; he does not know that others have gotten 1284 bushels. Let us realize what an acre means. An acre is a square about 209 feet each way, 4840 square yards of land. A New York City avenue block is about 200 feet long from house corner to house corner.

In 1284 the first college was founded on an academic basis. This was Peterhouse. Its founder was Hugh de Balsham, Bishop of Ely, who had made the experiment of grafting secular scholars among the canons of St. John's Hospital, afterwards the college.
