The essence of feudalism is the confusion of political power and landed property; the ruler is lord of the land, the landlord is the ruler. If landed property is divided, political power is divided. When the Lord Rhys died in 1197 leaving four sons, Deheubarth had four rulers and formed four states instead of one; and civil war ensued.

But from 700 to 1197 A.D. Bengal was remote alike from the main currents of Indian religion and from foreign raids: little Aryan thought or learning leavened the local superstitions which were infecting and stifling decadent Buddhism.

The Fourth Crusade ended disastrously, those who remained longest to prosecute it being finally cut to pieces at Jaffa in 1197. The travellers returning to the West from Syria besought immediate help for the Christian survivors there. The Byzantine empire had fallen into decrepitude, and the Latin kingdom of Jerusalem was reduced to a mere strip of coast.

Hubert Walter's power was so hampered he could do little beyond scutages, but in December, 1197, he called together a Council at Oxford. He told this universal assembly of the barons of all England that the king was in straits. He was outclassed and outmanned and like to be even dispossessed by a most powerful and determined enemy.

GOUVERNEUR MORRIS hoped the Committee would strike out the whole of the clause proportioning direct taxation to representation. He had only meant it as a bridge to assist us over a certain gulf; having passed the gulf, the bridge may be removed. He thought the principle laid down with so much strictness liable to strong objections. p. 1197. WEDNESDAY, July 25, 1787. Mr.
