For as no family or state can be supposed to be formed with any reason or discipline if there are no rewards for good actions nor punishment for crimes, so we cannot believe that a Divine Providence regulates the world if there is no distinction between the honest and the wicked.

There is a kind of criticism directed against politics which, year by year or month by month, makes the discovery that between the code which regulates the action of States and the code which regulates the actions of individuals divergencies or contradictions are constantly arising. War violates the ordinances of religion; diplomacy, the ordinances of truth; expediency, those of justice.

Railways alone cost hundreds of millions for equipment and service, and there are periods when commerce slackens and earnings fall away. It is easier to cut wages than to postpone improvements or to raise freight or passenger rates. In the United States an interstate commerce commission regulates rates, but questions of wages and hours of labor are between the management and the men.

It regulates the price of bread according as the prices of wheat may happen to be, from one shilling to twenty shillings the quarter of the money of those times. But statutes of this kind are generally presumed to provide with equal care for all deviations from the middle price, for those below it, as well as for those above it.

The stillness, doubly effective after the tumult just quitted, the lulling voice of the water, the soothing aspect of the quivering foliage, the noble building, and the cool and capacious quadrangle, the aspect even of those who enter, and frequently enter, the precinct, and who are generally young men, gliding in and out, earnest and full of thought, all contribute to give to this locality something of the classic repose of a college, instead of a place agitated with the most urgent interests of the current hour; a place that deals with the fortunes of kings and empires, and regulates the most important affairs of nations, for it is the counting-house in the greatest of modern cities of the most celebrated of modern financiers.

Now that the case of the bee is reduced to moderate proportions, we know of nothing in instinct surpassing that of an animal so high as a bird, the Talegal, the male of which plumes himself upon making a hot-bed in which to hatch his partner's eggs, which he tends and regulates the heat of about as carefully and skilfully as the unplumed biped does an eccaleobion.

It is this demand which regulates and determines the state of propagation in all the different countries of the world; in North America, in Europe, and in China; which renders it rapidly progressive in the first, slow and gradual in the second, and altogether stationary in the last.

The effective stimulus, therefore, is not conveyed through the nervous system, but must be a chemical stimulus passing through the vascular system. Physiologists, however, are not equally in agreement concerning the source of the hormone which regulates lactation.

Thus the body regulates the soul, and, like the balance-wheel, it is submitted to regular oscillations. And this is so true, that one falls ill when one's drink, food, sleep in a word, the functions of the body are not properly regulated; just as in my watches the soul renders to the body the force lost by its oscillations.

I have sometimes tried, but in vain, to discover the law which regulates the attainment of extreme popularity. Extreme popularity, in this country and age, appears a very arbitrary thing. I defy any person to predict a priori what book, or song, or play, or picture, is to become the rage, to utterly transcend all competition.
