The selectmen held one meeting by day and another in the evening, but they sought in vain for the consignees, who had taken sanctuary in the Castle. The committee of correspondence was more efficient.
Taking advantage of this new ruling, tea was promptly shipped, in the autumn of 1773, to different consignees in Boston, New York, Philadelphia, and Charleston. It was confidently expected that the colonies would buy the tea. No one in the government supposed that the Americans would be blind to their own interests.

When, on November 28th, the "Dartmouth," Captain Rotch, arrived with one hundred and fourteen cases of tea, the representatives of the people ordered him not to enter till Tuesday, the 30th.
On the same day the council who had been solicited by the Governor and the consignees to assume the guardianship of the tea, coupled their refusal with a reference to the declared opinion of both branches of the General Court that the tax upon it by Parliament was unconstitutional.
It was supposed that the Americans would of course buy the tea which they could get most cheaply, and would thus be beguiled into submission to that principle of taxation which they had hitherto resisted. Ships laden with tea were accordingly sent in the autumn of 1773 to Boston, New York, Philadelphia, and Charleston; and consignees were appointed to receive the tea in each of these towns.
