The only conceivable means, indeed, by which it could be extended beyond the first few years of life, would be by a constant process of handicapping that is to say, by applying to education the same policy that trade-unions apply to ordinary labour. If one bricklayer has laid more bricks than his fellows, he virtually has to wait until the others have caught him up.
Unfortunately the distinction between the proletariat and the capitalist is not so sharp as it was in the minds of socialist theorizers. Trade-unions have funds in various securities; friendly societies are large capitalists; and many individuals eke out their wages by invested savings. All this increases the difficulty of any clear-cut radical change in our economic system.
The former category was to consist of merchants affiliated with guilds, artisans belonging to trade-unions, agriculturists, and those of the burgher class who owned immovable property with a definite income.
Hence "the education of the people" and the conscription of labor in peace time which would ultimately lead to government control over the unions. With some variations it is the same procedure followed by Hitler in getting control of the once extremely powerful German trade-unions.
The intense competition of modern industry, stimulated to the highest point by free trade, by the factory system, and by the vast development of machinery, has expelled the old and feeble from some of its most important fields; and the influence of trade-unions in enforcing, in each trade which they can control, a uniform and minimum wage, has obliged the employer to employ only the most efficient labour.

Our present petition, therefore, is to the effect that our gracious sovereign may bestow his kindness upon us, and, by distinguishing the grain from the chaff, may be pleased to accord a few moderate privileges to the most educated among us, to wit: 1. The right of residence outside the Pale of Settlement "to the best among the artisans" who possess laudatory certificates from the trade-unions.
