The following extract, taken from the New York American, will give some insight into the mode of dealing with the Indians. "The last of the Ottowas. Maumee Bay, Ohio, Sept. 3, 1831. Mr. James B. Gardiner has concluded a very important treaty at Maumee Bay, in Michigan, for a cession of all the lands owned by the Ottowa Indians in Ohio, about 50,000 acres.

She made her grant conditionally upon being allowed to reserve for her own profit about five thousand square miles in what is now northern Ohio. This tract was afterwards known as the Western Reserve. Congress was very reluctant to accept such a cession, with its greedy offset, but there was no wise alternative, and the bargain was finally struck.

The Sultan ventured to remark that the present treaty was different to the previous one, and that a money payment was required in exchange for the cession of territory.

Is this essential work of internationalism consistent with the preservation of the sovereignty and independence of the present national state, or does its performance involve some definite cession of these national state-rights to the requirements of an international government? The terrible events which are passing to-day ripen and sharpen this issue.

The queen requested the King of England to state exactly what he proposed; and he demanded the execution of the treaty of Bretigny, the cession of Normandy, and the absolute sovereignty, without any bond of vassalage, of whatever should be ceded by the treaty.

A comparatively small sum is stipulated on our part to go to the extinction of all claims by French citizens on our Government, and a reduction of duties on our cotton and their wines has been agreed on as a consideration for the renunciation of an important claim for commercial privileges under the construction they gave to the treaty for the cession of Louisiana.

The acceptance by Persia of these demands meant, of course, a virtual cession of her sovereignty to Russia and Great Britain. It should be noted, also, that in this Russian ultimatum the name of the British government was freely used, although the British minister took no part in the presentation of the same.
