The mob of the city in their thousands hurried to co-operate with the mutinied soldiers and share in the spoils of the sack, so that the Residency was soon besieged. As soon as the outbreak manifested itself Cavagnari had sent a message to the Ameer, and the communication admittedly reached the latter's hands.
A brief period of peace intervened between the ratification of the treaty of Gundamuk on May 30th, 1879, and the renewal of hostilities consequent on the massacre at Cabul of Sir Louis Cavagnari and the whole entourage of the mission of which he was the head.
They do not exist. "Yacoob came out to Roberts of his own free will. He was imprisoned. It was nothing remarkable that he was visited by an Afghan leader, although it was deemed evidence of a treacherous intention. Roberts and Cavagnari made the Treaty of Gandamak. It is absurd to say Yacoob wanted an European Resident. It is against all reason to say he did. He was coerced into taking one.
The negotiations were tedious, for the Ameer, his Minister, and his General made difficulties with a somewhat elaborate stupidity, but Cavagnari as a diplomatist possessed the gift of being at once patient and firm; and at length on May 26th the treaty of peace was signed, and formally ratified by the Viceroy four days later.
He was imprisoned, and a Court of Enquiry was held on him, composed of the President Macgregor, who was chief of the staff to the man who made the Treaty, by which Cavagnari went to Cabul, and who had imprisoned Yacoob. This Court of Enquiry asked for evidence concerning a man in prison, which is in eyes of Asiatics equivalent to being already condemned.
Cavagnari had full powers to represent his Government in the pending negotiations, as to the terms of which he had received from the Viceroy detailed instructions. The Ameer and his General-in-Chief, Daoud Shah, came to the conference attired in Russian uniforms.
I gladly accepted, and Isaacs despatched one of my servants, the faithful Kiramat Ali, to order the horses. Meantime the conversation turned on the expedition to Kabul to avenge the death of Cavagnari. I found Isaacs held the same view that I did in regard to the whole business.
Instructions had been given by the Viceroy that Yakoub Khan should be received in the British camp with all honour and distinction. When his approach was announced on May 8th, Cavagnari and a number of British officers rode out to meet him; when he reached the camp, a royal salute greeted him, a guard of honour presented arms, and Sir Sam Browne and his staff gave him a ceremonious welcome.
Cavagnari had negotiated the treaty of Gundamuk, the real importance of which consisted in the Afghan acceptance of a British Resident at Cabul. The honour, the duty, and the danger naturally fell to him of being the first occupant of a post created mainly by his own mingled tact and strength.
He sympathises with him even painfully during the anxious times which followed the murder of Cavagnari. He remarks that, what with famine and currency questions and Afghan troubles, Lytton has had as heavy a burthen to bear as Lord Canning during the mutiny. He has borne it with extraordinary gallantry and cool judgment, and will have a place beside Hastings and Wellesley and Dalhousie.
