If some commanding genius, unscrupulous or wise or eloquent or full of tricks, controls elections with us, much more easily could such a man as Savonarola rule in Florence, where there were no political organizations, no caucuses, no wirepullers, no other man of commanding ability. The only opinion-maker was this preacher, who indicated the general policy to be pursued.
On this theory the mass of Southern people were but puppets in the hands of political wirepullers, or blind followers of hectoring "patricians."
Servia was jealous of Bulgaria; Bulgaria was jealous of Montenegro; Greece was jealous of the lot and Roumania, instigated by her wirepullers, would not permit any of them to have anything. But through sheer exhaustion and disgust and a stoppage of Franco-Russian money we would have had one of the finest all around throat-cutting competitions the world has ever seen.
You know as well as I do that Bob Turner was one of the whitest fellows that ever threw a leg over a saddle, and now these wirepullers in Washington have fixed his clock. He's politically and ostensibly dead. It ain't fair. Why should they keep this thing up?
And accordingly the Congress wirepullers have set up an agency in London, and have posted placards purporting to be an appeal from 200 millions of India to the people of England.
These pamphlets, or rather translations of them, are printed at the close of the Report of 1887, and complete our view of the situation, which may be shortly described by saying that, while the delegates in the van deliver speeches for English consumption full of expressions of loyalty and praises of our rule, the wirepullers in the rear are distributing pamphlets amongst the people in which all expressions of loyalty are absent, while all the evils the people suffer from are attributed to our Government, and the Queen's English officials are held up to execration as types of everything that is at once brutal and tyrannical.
A good parliament is a capital choosing body; it is an electoral college of the picked men of the nation. But in the American system the president is chosen by a complicated machinery of caucuses; he is not the choice of the nation, but of the wirepullers.
The moral of this incident would seem to be, not that there was any real understanding in 1885 between the Parnellites and the English Conservatives at all, but simply that the English Radical wirepullers are more alert and active than either the Irish Parnellites or the English Conservatives.
And all that has been done by the accursed German wirepullers in the name of the puny puppet who was Tsar, and from whom the truth was, they said, ever carefully hidden. The Kazan police treated me just as inhumanly as I expected. By my own experience as an official in the Department of Political Police, and knowing what I did in consequence, I was expecting all this.
An independent Ireland, whose resources would be in the hands of the Romish Clergy, and whose strategetical position would be the means of aiding some Catholic power to crush the prestige of England that is not a possibility too remote for the imagination of Romish wirepullers. Are Englishmen acquainted with the history of Papal Rome?
