For a room about ten feet square, at least two pounds of sulphur should be used; for larger rooms, proportionally increased quantities. Premises. Cellars, yards, stables, gutters, privies, cesspools, water-closets, drains, sewers, etc., should be frequently and liberally treated with copperas solution.

In China, nota particle of manure is wasted, and all that with us is sent off in drains and sewers from water-closets and privies, is collected in a neat manner and used for manure. This is one reason that the compact and close packing of inhabitants in their cities is practicable, and it also accounts for the enormous yields of some of their crops.

The water-closets for the whole vast establishment are a range of stalls without doors, and accessible not only from the building, but even from the street. Comfort is here out of the question; common decency has been rendered impossible; and the horrible brutalities of the passenger-ship are day after day repeated, but on a larger scale. And yet this is a fair specimen.

A great improvement, called earth-closets, will probably take the place of water-closets to some extent; though at present the water is the more convenient. A description of the earth-closet will be given in another chapter relating to tenement-houses for the poor in large cities. The method of ventilating all the chambers, and also the cellar, will be described in another chapter.

In London there are numerous public water-closets; in France also there are public urinals, which are almost too public in some cases, but here in Rome the climax is reached, for the urinals furnish only the least bit of privacy.

The more credulous citizens, relying on the good faith of the "public servants" as these once powerful water-lords now humbly called themselves were simpletons enough, on the strength of their promises, to abandon their wells, to sell off their force-pumps, and to erect water-closets or baths in the upper storeys of their houses.

In addition to the house flushings there are special openings into the sewers by which, at any time, under the direction of the sanitary officer, an independent flushing can be carried out. The sewers are ventilated into tall shafts from the mains by means of a pneumatic engine. The water-closets in the houses are situated on the middle and basement floors.

The men may smoke in the open air upon the upper decks, and the brigade commander will provide for giving proper airing, and opportunity to smoke, to the men quartered below. Officers will smoke, either upon deck or in the smoking-room near the water-closets.

The abated rates were immediately raised, not merely to the former amount, but to charges from 25 to 400 per cent. more than they had been before the competition. Many people had to regret "selling their force-pumps as old lead," or fixing water-closets on their upper floors, on the faith of these treacherous contractors.

Four chimneys are constructed near the centre of the house, one for each suite of rooms, to receive a smoke-pipe of cast-iron or terra cotta, as described previously, with a space around it for warm air; and this serves as the exhausting-shaft to carry off the vitiated air from parlors, kitchens, bedrooms, and water-closets.
