They ask why, if the American workmen are in the immense majority, they do not vote a true and just state, and why they go on striking and starving their families instead; they cannot distinguish in principle between the confederations of labor and the combinations of capital, between the trusts and the trades-unions, and they condemn even more severely the oppressions and abuses of the unions.

Trades-unions are universally made lawful, as they are with us. But in France in certain cases the consent of the government to the formation of such organizations is necessary; and the Code Napoleon made unlawful all combinations of persons with an "evil end."
I imagine that the change he speaks of will be very slow and gradual; but it is important that all doors shall be left open for it, and Trades-Unions would close every door. Professor Cairnes, in his recent contribution to Political Economy, goes further even than Mr. Mill, and argues that a change of this nature is inevitable.
The same is the case with trades, and is specially exemplified in the instance of trades-unions, or, their mediaeval prototypes, the guilds. A college or a school, again, has its own rules and traditions, which the tutor or undergraduate, the master or boy, can often only violate at his extreme peril. Almost every club, institution, and society affords another instance in point.
