I would suggest that the proprietor might, on say ten acres, discontinue the use of cattle manure, and, as an experiment, apply dressings of jungle top-soil instead, or the red earth alluded to in my chapter on manures, should that be available. The experiment might be valuable to the proprietor and to planters in general.

The oligarchy decided the issue in terms of ostentation and expediency. Rarely during recorded human history have there been oligarchs who said: "Irreplaceable resources like minerals must be used with extreme economy. Replaceable resources like forests or top-soil must be used and at the same time replaced and if possible augmented."

It means that we shall not allow the farms of our country to lose five hundred million dollars in value every year by letting the rich top-soil drain off into our rivers, because we have cut away the trees whose roots held the soil in place. It also means that we shall not steadily rob the land of the elements that would produce good crops, and put nothing back into the soil.

Madame Deschars, who possesses a gate-keeper that is at the same time a gardener, confesses that the vegetables raised on her land, beneath her glass frames, by dint of compost and top-soil, cost her twice as much as those she used to buy at Paris, of a woman who had rent and taxes to pay, and whose husband was an elector.

The preceding notes show that the natives of the Gold Coast, and of West Africa generally, are adepts at procuring their gold by 'surfacing, washing with the calabash or wooden bowl the rich alluvial formations that underlie the top-soil. This is the rudest form of machinery, preceding in California the cradle, the torn, and the sluice.

Its unpainted, barren bulk sat uneasily on top of a bare hill where the clay lay so close to the top-soil that in wet weather you could hardly labour up the precipitous path that led to their house, it was so slippery. As I floundered upward in the late spring rain, gaining the bare summit under the drizzly sky, a rush of dogs met me.

But when erosion has been checked and the top-soil preserved, when the soil is thoroughly fertilized, and a proper rotation of crops established, there are still other lessons to be learned in order to make our country as productive as it might be, as it will need to be to support the population that we shall have by the end of the century.

These serve a double purpose in preventing landslides and washouts on the tracks, and in adding greatly to the attractiveness of the scenery along the railway. The poorest land of a farm is always found on the hilltops, because even with the greatest care there is always considerable waste of the top-soil. This land, then, should never be used for field crops.
