The celebrated author of the "Essai sur la Tactique" was employed to visit the different military hospitals in France; his journeys with this object, as well as when he went to join his regiment, were the occasion of these travels, in which there is much animated description of nature, and several well-drawn portraits of public men. It is possible, however, that this order may have reference to the old Irish weapon, the javelin or dart. The pike, the battle-axe, the sword, and skein, or dagger, both parties had in common, though their construction was different. The favourite tactique, on both sides, seems to have been the old military expedient of outflanking an enemy, and attacking him simultaneously in front and rear.
In this respect the navy is essentially a light corps; it keeps open the communications between its own ports, it obstructs those of the enemy; but it sweeps the sea for the service of the land, it controls the desert that man may live and thrive on the habitable globe.
