No claims for indirect losses, except such as are in this Article especially provided for, will be entertained. No claims which have been handed in to the Secretary of the Royal Commission after the 1st day of July, 1881, will be entertained, unless the Sub-Commissioners shall be satisfied that the delay was reasonable.

The said Sub-Commissioners will forthwith, after deciding upon any claim, announce their decision to the Government against which the award is made and to the claimant. The amount of remuneration payable to the Sub-Commissioners and their Deputies will be determined by the High Commissioners.

An ignorant, or slovenly, or idle farmer, under such circumstances, is likely to have a lower rent fixed by the Sub-Commissioners than his more industrious neighbour, and thus a great injustice may be done to both the good farmer and the landlord, the perhaps cunningly idle farmer receiving a premium for neglecting his farm.

Certain fragments of land had been reduced by the sub-commissioners after ponderous sittings, very beneficial to the lawyers, but which Mr. Jones had found to be grievously costly to him. He had thus agreed to other reductions without the lawyers, and felt those also to be very grievous, seeing that since he had purchased the property with a Parliamentary title he had raised nothing.

In 1896 he went into court, and the County Court judge reduced it to £15, and on appeal he got it again reduced to £13. On land which came into my own hands after 1881, I was able to get rents over 50 per cent. in excess of those fixed by the sub-Commissioners. In the case of Patrick Quill, the farm on which the rent was cut down from £20 to £16 was sold for £300 with a charge of £9 on it.

In case one or more of such Sub-Commissioners shall be unable or unwilling to act, the remaining Sub-Commissioner or Sub-Commissioners will, after consultation with the Government of the Transvaal State, submit for the approval of Her Majesty's High Commissioners the names of one or more persons to be appointed by them to fill the place or places thus vacated.

It is not necessary that the Chief Secretary or the Commander of the Forces should be Protestant, but no Catholic has ever yet been allowed to fill either of these exalted offices. Out of 60 Privy Councillors in Ireland 4 only are Catholics, and 3 out of 17 judges. Eleven out of the 60 Sub-Commissioners are Catholics; 7 out of the 21 County Court Judges. The head of the police is a Protestant.

When claims for loss of property are considered, the Sub-Commissioners will require distinct proof of the existence of the property, and that it neither has reverted nor will revert to the claimant.

After all the claims have been decided upon, the British Government and the Government of the Transvaal State will pay proportionate shares of the said remuneration and of the expenses of the Sub-Commissioners and their Deputies, according to the amount awarded against them respectively.
