To prevent such an immigration from the colony, Governor Eden, who had succeeded Edward Hyde, issued a proclamation forbidding the people to leave the colony; and Governor Spotswood, of Virginia, gave orders to arrest any Carolinians who should flee into his colony without a passport from duly authorized officials in Carolina.

We do not propose to tell the whole story of Governor Spotswood; but as he was a very active and enterprising man, some of the things he did may be of interest. He had an oddly shaped powder-magazine built at Williamsburg, which still stands in that old town, and he opened the college of William and Mary free to the sons of the few Indians who remained in the settled part of Virginia.

Immejutly on my 'rival here I perceeded to the Spotswood House, and callin' to my assistans a young man from our town who writes a good runnin' hand, I put my ortograph on the Register, and handin' my umbrella to a baldheded man behind the counter, who I s'posed was Mr. Spotswood, I said, "Spotsy, how does she run?" He called a cullud purson, and said,

What does Horace Spotswood care about them? Just as little! Enough, and too much, of my money has gone already to the prolonging of their worthless lives. If that graceless cub chooses to go on wasting money on them he can do it, but I take this occasion to inform you, Lady Hurdly and I'd advise you to remember what I say that I do not choose that any more of my money shall go in that direction.

Spotswood, governor of Virginia, proposed a plan for erecting a company to settle such lands upon this river as should be ceded to them by treaty with the natives; but the design was at that time frustrated, partly by the indolence and timidity of the British ministry, who were afraid of giving umbrage to the French, and partly by the jealousies and divisions subsisting between the different colonies of Great Britain.

Spotswood named the highest peak he saw Mount George in honour of the King, and his companions gave the next highest peak the name of Mount Alexander in honour of the Governor whose Christian name was Alexander.

In November, 1798, Alexander Spotswood wrote to him, asking his judgment on those laws. As the writer announced himself to be thoroughly convinced of their unconstitutionally, Washington, with a little sarcasm, declined to enter into argument with him.
