From the high ground to the south Longstreet had driven back several brigades which, in support of the artillery, Sigel and McDowell had massed upon Bald Hill. But this position had not been occupied without a protracted struggle.
Gillmore is ordered to report at Fortress Monroe by the 18th inst., or as soon thereafter as practicable. Sigel is concentrating now. None will move from their places of rendezvous until I direct, except Banks. I want to be ready to move by the 25th inst., if possible; but all I can now direct is that you get ready as soon as possible.
There were divine services, but no battle. The men rested, guessing Fredericksburg and McDowell, guessing Richmond and McClellan, guessing return to the Valley and Shields, Fremont, Banks, and Sigel. They knew now that they were within fifty miles of Richmond; but if they were going there anyhow, why why why in the name of common sense had General Lee sent Whiting, Hood, and Lawton to the Valley?
The Northern General Sigel, who commanded in the lower part of the Shenandoah Valley, protecting the Baltimore and Ohio Railway, had marched southward in June in pursuance of a subsidiary part of Grant's scheme, but in a careless and rather purposeless manner.

Certainly, he required all his calmness and steadfastness to overcome his discouragement and disgust at the manner in which the cooperating armies had been handled. In the Shenandoah Valley Sigel had proved utterly incompetent and the Confederates, instead of having been driven from that important storehouse, had tightened their hold upon it.
Davis and Osterhaus were brought to join Carr's left, and Sigel was ordered to form on the left of Osterhaus. When the sun rose, Sigel was not yet in position, but Davis and Carr began attack without waiting.
Sherman was to move from Chattanooga, Johnston's army and Atlanta being his objective points. Either the enemy would have to keep a large force to protect their communications, or see them destroyed and a large amount of forage and provision, which they so much needed, fall into our hands. Sigel was in command in the Valley of Virginia.
Sigel cannot spare troops from his army to reinforce either of the great armies, but he can aid them by moving directly to his front. This he has been directed to do, and is now making preparations for it.
