Edmund's bought manors which belonged of right to their churches; the Bishop of Coventry bought a priory and the sheriffdoms of three counties; even the king's own devoted follower, William of Longchamp, paid L3000 to be chancellor of the kingdom.

Sheriffs "natives either of England or Scotland" were nominated for each of the shires, and it was significant that the great majority of them were Scots and that the hereditary sheriffdoms of the older system were still continued.

In Shropshire there were only five lay tenants in capite besides Roger Montgomery; in Kent, Bishop Odo held an enormous proportion of the manors, but the nature of his jurisdiction is not very clear, and its duration is too short to make it of much importance. The hereditary sheriffdoms he did not guard against with equal care.

Sheriffdoms, bishopricks, were sold; even the supremacy over Scotland was bought back again by William the Lion; and it was with the wealth which these measures won that Richard made his way in 1190 to Marseilles and sailed thence to Messina.

If William perceived this, it was too late to prevent it entirely; some of the sheriffdoms became hereditary, and continued to be so long after the abuse had become constitutionally dangerous.

As a court of justice, it formed the highest court of appeal: it could call up any suit from a lower tribunal on the application of a suitor, while the union of several sheriffdoms under some of its members connected it closely with the local courts. As a financial body, its chief work lay in the assessment and collection of the revenue.

The same year the king prepared a new constitution for the conquered kingdom, divided it into sheriffdoms like the English counties, and made arrangements for the representation of the Scots in the English parliament a measure which, had it been successful, might have anticipated by four centuries the benefits of the union.

Thus the whole of Lothian, the whole of the central upland region, and Balliol's own inheritance of Galloway east of the Cree were directly transferred to the English crown, and were divided into sheriffdoms, and officered after the English fashion. On June 18 Balliol personally performed homage for so much of Scotland as Edward chose to leave him.

His only political principle was obedience to the powers that were in the ascendant. Passelewe, a clerk who had acted as the agent of Randolph of Chester and Falkes of Bréauté at the Roman court, was, like Segrave, a mere tool. The Bishop of Winchester began to show his hand. Between June 26 and July 11, nineteen of the thirty-five sheriffdoms were bestowed on Peter of Rivaux for life.
