Among those who then favored the Administration policy of restoration were Colfax, Dawes, Delano, Fenton, Fisher of Delaware, Wm, Kellogg, J. S. Morrill of Vermont, Governor A. H. Rice of Massachusetts, Shellabarger, and others who opposed the restoration policy of President Lincoln after his death and the accession of President Johnson.

The commission substantially confirmed the conclusions given in my despatches, and still later there was an investigation by a select committee of the House of Representatives, of which the Honorables Samuel Shellabarger, of Ohio, H. L. Elliot, of Massachusetts, and B. M. Boyer, of Pennsylvania, were the members.

On the Democratic side: Judge Jeremiah S. Black, Charles O'Connor, John A. Campbell, formerly of the Supreme Court, Lyman Trumbull, Montgomery Blair, Matthew H. Carpenter, Ashbel Green, George Hoadly, Richard T. Merrick, William C. Whitney, Alexander Porter Morse. On the Republican side: William M. Evarts, Stanley Matthews, E. W. Stoughton, Samuel Shellabarger.

They undergo a change in pronunciation, in spelling, or in both, which removes, in effect, the difficulties that originally characterized them. In this way the German names Schneider, Meyer, Kaiser, Kraemer, Schallenberger, Schwarzwaelder, and a host of others have become, respectively, Snyder, Myers, Keyser, Creamer, Shellabarger, Swartswelder, etc.

Shellabarger, "I debate axioms, my apology is that there are not other questions to debate in Reconstruction. If," said he with well-timed sarcasm, "in the discussion, I make self-evident things obscure or incomprehensible, my defense shall be that I am conforming to the usages of Congress.

Thomas had the qualities of an orator but he spoke so infrequently that his power was not generally appreciated. On that occasion he spoke exceedingly well, but the attendance was small, an evening session having been assigned for debate upon that subject. Mr. Shellabarger was logical and effective but he was destitute of imagination utterly.

Shellabarger maintained the right of governments to withhold from those who discard all the obligations pertaining to their citizenship the powers and rights which come alone from performing these obligations.

Shellabarger, of Ohio, though having "fifteen times as much respect for the opinions of the Committee on Reconstruction" as for his own, yet suggested the following as objections to their report: "1.

The lamentable transaction was investigated by a committee of Congress, composed of Messrs. Eliot of Massachusetts, Shellabarger of Ohio, and Boyer of Pennsylvania, the first two being Republicans, the last-named a Democrat. An investigation was also made under the direction of the War Department, by a commission of military officers, composed of Generals Mower, Quincy, Gregg, and Baldy.

Shellabarger, "not to revive frightful memories, or to bring back the impulses towards the perpetual severance of this people which they provoke. I allude to them to remind us how utter was the overthrow and the obliteration of all government, divine and human, how total was the wreck of all constitutions and laws, political, civil and international.
