These designs happened to coincide with the aims of the Foreign Office in Vienna in connection with the annexation of Bosnia, and Budapest and Vienna combined in a systematic campaign of persecution against the Serbs of Croatia. "Wholesale arrests and charges of treason led up to the monster trial at Agram, which dragged on for seven months amid scandals worthy of the days of Judge Jeffreys.

In the case of Albania it was arranged that he should be provided with no armed force otherwise he would be difficult to evict. The International forces in Scutari were to squat there and look on. Essad Pasha was the agent of the Italians, Serbs, and French, and intrigued, so soon as the Prince was appointed, to obtain power over him.

In this form it appealed as irresistibly to the Serbs as did the rival shibboleth of "The treaty, the whole treaty, and nothing but the treaty" to the Bulgarians.

They hopelessly alienated the Albanians, the one race whom they might have had as ally. Another important event was the trial at Agram of a number of Serbs and Croats accused of conspiracy with Serbia against the Austro-Hungarian Government. Thirty-three were condemned to various terms of imprisonment, but were released on appeal, and brought a countercharge of libel against Dr.

The Croats on the Save and its tributaries naturally expanded westward and aspired to closer connection with the sea where their struggle with the remnants of Roman civilization and a superior culture absorbed their energies. They developed out of their tribal state more quickly, while the Serbs, further inland and amid more difficult surroundings, developed more slowly.

This second Balkan war, begun by Bulgaria during the night of June 30, 1913, by a sudden attack on the Serbian army in Macedonia, resulted in its undoing. In order to defeat the Serbs and Greeks the south-eastern and northern frontiers were denuded of troops. But the totally unforeseen happened.

It was during the two following years of peace that dissensions first broke out amongst the Serbian leaders; fighting the Turks was the sole condition of existence which prevented them fighting each other. In 1809-10 Russia and the Serbs again fought the Turks, at first without success, but later with better fortune.

But neither Russia nor, perhaps, Austria wished for, or expected, a European war . Austria seems to have expected a limited war, i.e. only with the Serbs. She denied that the Russians had any right to intervene so long as she did not annex Serb land.

There are the Serbs, somewhat akin to the Bulgars, whose original home seems to have been that of the Don Cossacks, who also came into the Peninsula in the seventh century. They are of purer Slav blood than the Bulgars. There are the Montenegrins, an off-shoot of the Serbs, who in the fourteenth century, when the Servian Empire fell, took to the hills and maintained their independence.

The armies sent against the Bulgarians in Thrace were so many mobs of various arms; those which met the Serbs, a little better; those which opposed the Greeks, a little worse.
