The policy has been to collect the Indians as rapidly as possible on reservations, and as far as practicable within what is known as the Indian Territory, and to teach them the arts of civilization and self-support. Where found off their reservations, and endangering the peace and safety of the whites, they have been punished, and will continue to be for like offenses.

This system has its advantages. In early times, it brought strength and security to households thus consolidated. It is doubtless favourable to general economy. And it has the peculiar merit of developing a strong sense of responsibility in the whole family for its every member, however incapacitated she or he may be for self-support.

Rich and foolish parents, who cannot realize this basal fact, should nevertheless see that, even as insurance, their daughters must be able to pay their way in life, if need comes, without selling themselves either in marriage or out. Even if the woman marries happily, she is never sure that she may not some day have to face self-support, and possibly for more mouths than her own.

Upon her father's death she must earn her bread, and, reasoning that self-support was merely the marketing of one's essential commodity, and as her plump and indolent body was disinclined to privations of any sort, she elected the rôle of useful friend to fashionable and luxurious women.

The fetich which has been made, for many years now, of work for women, that is, of work outside of the home, frequently leads the woman to take some particular virtue to herself for self-support. She feels that it entitles her to special consideration, releases her from obligations which she does not voluntarily assume. The attitude is enough to narrow and harden her life.

But it is not so in America, where everybody reads and everybody thinks, where no one is stationary, no position permanent where the operative of to-day is the employer of to-morrow where many a girl steps from a position of toil and honorable self-support into that of mistress of a mansion, and is called to dispense a hospitality which in other lands would be called princely.

Within the limits of this principle we can make any arrangement which shall suit particular cases. A family with resources sufficient for self-support, independent of the exertion of its members, would find a favorable situation with us for the education of its children, and for social enjoyment.
