When Virginia seceded from the Union, the people of what might be called the Ulster Virginia, a group of counties in the west of Virginia, declared that the Richmond Legislature had no right to deprive them of their inalienable right of citizenship in the American Republic.

"The Holy See has decided not to participate in the Pan-Christian Congress which it is proposed to hold shortly, as the Catholic Church considering her dogmatic character, cannot join on an equal footing with the other Churches. The feeling at the Vatican is that all other Christian denominations have seceded from the Church of Rome, which descends directly from Christ.

This was practically the declaration of a rupture between the President and Congress on the question of Reconstruction. It was a rebuke to Mr. Lincoln for having presumed to treat the seceded States as still in any sense States of the Union.

But the gravamen of the indictment against the Southern people is not that they seceded, but that they seceded in order to preserve and to perpetuate slavery; or, to put it more forcibly, that the liberty to enslave others was the right which most they valued.

Have you seceded from your order that you are taking this holiday?" They shook hands. "No," said the Father. "It happened that I had to be in this neighbourhood to-day, visiting a sick person. The blockade had been established at some of the northern ports of the seceded States, but not yet at the cities on the Gulf of Mexico; and the only real obstacle to the passage of the Bellevite into the bay consisted of the two forts, for the tug-boats were not regarded as of any consequence to an armed steamer of great speed like the Bellevite,

Hostilities had virtually been declared, for, as the States seceded, the Confederates had seized the arsenals, the navy yards, the mints, the custom-houses, and the post-offices, while many officials civil, military, and naval had unceremoniously left the service of the United States to enter that of the Confederate States.
