Nevertheless, there is one unsatisfactory feature that the most confirmed optimists cannot ignore. Hardly a single one of these reports but makes some reference to the deficiencies and incapacity of the native teaching staff. The last quinquennial report issued by Mr. Orange, the able Director-General of Public Education, who is now leaving India, contains a terse but very significant passage.

As this was the quinquennial meeting officers were elected. Mrs. Catt was unanimously re-elected and the following received large majorities: Mrs. Fawcett, first, and Miss Furuhjelm, second vice-presidents; Miss Martina Kramers, Netherlands; Mrs. Anna Lindemann, Germany; Miss Signe Bergman, Sweden, first, second and third secretaries; Mrs. Stanton Coit, treasurer.

The next clause is comparatively immaterial; it merely provides that the duration of the Irish legislative body is to be quinquennial. As it deals with a matter of detail, it perhaps would have more aptly found a place in a subsequent part of the Bill. Clause 7 passes from the legislative to the executive authority; it declares:

Two, if not three, years had elapsed since they left Ch'ang-gan. ~Great Quinquennial Assembly of Monks~ It happened that the king of the country was then holding the pañcha parishad; that is, in Chinese, the great quinquennial assembly. When this is to be held, the king requests the presence of the Sramans from all quarters of his kingdom.

The name of C. Dindius appears twice also, once with the office of aedile, but two years later seemingly as aedile again, which must be a mistake. M. Cominius Bassus is made quinquennalis by order of the senate, and also made praefect for Germanicus and Drusus Caesar in their quinquennial year. He is not found in any other inscription, and is otherwise unknown.

As he was chosen by the old inhabitants of Nola to their senate, this would show that he belonged probably to the new settlers in the colony introduced by Augustus, and for some reason was called over also to Pompeii to take the quinquennial office. M. Barronius Sura went directly to quinquennalis without being aedile or quaestor, in Aquinum.

It was agreed that the next International Woman Suffrage Conference should be called in Berlin in 1904, in connection with the Quinquennial Meeting of the International Council of Women, and that meantime each nation should be asked to consider this movement and send delegates fully instructed as to the best form of a permanent international organization.

The quinquennial assembly of the clergy, held in May, presented to the King a multitude of new demands against the heretics; among others, for the establishment of penalties against the "converts" who did not fulfil their duties as Catholics. The penalty of death, which had been decreed against emigrants, was commuted into perpetual confinement in the galleys, by the request of the clergy.

In 1905 I contributed a paper to the quinquennial meeting of the International Council of Women, held at Berlin, on the laws relating to women and children in South Australia, and gave an account of the philanthropic institutions of the State, with special reference to the State Children's Council and Juvenile Courts.

The success of the opera, and of that chit Millicent Stanway, formed the staple of the eager conversation, though here and there a sober couple would be discussing the tramcars or the quinquennial assessment exactly as if Gilbert and Sullivan had never been born.
