A slave had to have a Master; he simply couldn't belong to nobody at all. And until you started talking socialization, nobody could have imagined property without a Masterly property-owning class.

Hence they were willing to deprive the general government of the power to levy it even at the risk of crippling it in some great emergency when there might be urgent need of a large revenue. This is not strange, however, when we remember that it was the property-owning class that framed and secured the adoption of the Constitution.

They want law and order, efficacious, impartial, august, in the eyes of the general citizenry, but they want exemption of their class from the rule of the law on certain occasions. Strongly would they deny that all law is class law, made, interpreted and administered in behalf of a privileged property-owning class, yet the facts bear out this contention.

As the councils are elected by the taxpayers, both men and women, the members of the first chamber may be regarded as the representatives of the property-owning portion of the community. To be eligible to the first chamber a candidate must be thirty-five years old, own property assessed at $21,000, or pay taxes upon an income of not less than $1,100. Rank does not count.

The water needed for public buildings, for cleaning streets and for extinguishing fires ought to be paid for by those chiefly benefited the property-owning class. We are continuing to do so, and we may do so to the end, though there are now growing signs of an impatience both among the property-owning classes and others of the system by which we are financing the war by piling up debt and manufacturing banking credits.
