This says nothing in favor of restricted suffrage, or against what is called universal suffrage. To restrict suffrage to property-holders helps nothing, theoretically or practically. Property has of itself advantages enough, without clothing its holders with exclusive political rights and privileges, and the laboring classes any day are as trustworthy as the business classes.

When freedom broadened a little, and, under a system that still acknowledged allegiance to the British Crown, all property-holders or other "duly qualified" colonists could vote, they still had the voice that England grants to-day, the voice of an estate.

Black legislatures inevitably abused their power, becoming the instruments of base carpetbag leaders and rings in robbing white property-holders. "Hang, curs, hang! * Their complexion is perfect gallows, Stand fast, good fate, to their hanging! * If they be not born to be hanged, our case is miserable."

He was deserted even by a large portion of the men whose work he had done so well, but who saw in the new candidate for their favor one who could become a more powerful protector of property than the African general, one who had a name of weight, not merely with the army, but with that multitudinous peasant class from which the French army is mainly conscribed, and which, containing numerous small property-holders, is fanatically attached to the name of Napoleon.

Of course, the grasping disposition shown by Smith became the town talk; and people said a good many hard things of him. Little, however, did he care, so that he secured six thousand dollars for a lot not worth more than two thousand. Among other residents and property-holders in the town, was a simple-minded, true-hearted, honest man, named Jones.

Many of our best and brightest men are over there, at different points, preparing for it; but that is to be done only when we must strike in Northern cities for the purpose of terrifying the Northern property-holders; we must strike then where the greatest amount of wealth is concentrated. "The General then said to him: "'Mr. Ridenbergen, you are a young man.

The restoration of the Napoleonic dynasty in France, the restoration of the Papacy by French soldiers, the reëstablishment of Austrian ascendency over Italy, and the invasion of Hungary by the Russians, these and other important events that have happened under our eyes, and which have enabled us to see history in the making on a large scale, all are directly traceable to the alarm which property experienced immediately after the class of property-holders had allowed the Revolution of February to take place, and to sweep away that dynasty in which their principles stood incarnate.

They therefore wanted a state in which private capital should exist, and in which factories were not run by the state but by individual owners. They believed that the peasants, with their instincts of small property-holders, would eventually enforce something of the kind, and that the end would be some form of democratic Republic.

All political distinctions founded on birth, race, or private wealth are anomalies in the American system, and are necessarily eliminated by its normal developments. To contend that none but property-holders may vote, or none but persons of a particular race may be enfranchised, is unamerican and contrary, to the order of civilization the New World is developing.

These he represents as better in their family life, but smugglers and poachers who get into frequent bloody conflicts with the gamekeepers and revenue officers of the coast, become more embittered against society during the prison life which they often undergo, and so stand abreast of the first class in their hatred of the property-holders.
