Within the territory of this Margravate were found the most extraordinary arrangements in church affairs which existed in any part of the Lutheran Church in Germany. In the Duchies of Cleve, Julich and Berg, the Presbyterians or Reformed from the Netherlands, welcomed as refugees, had secured a full, self-governing, Presbyterial system in the congregation, classis and synod.

I admire what opinion Mr Hussey can have of the Parliamentary vote concerning presbyterial government.

In the above mentioned year 1560, the first book of policy and discipline, containing the form and order of presbyterial church government, was composed, approven and subscribed by the ministry, and a great part of the nobility. Thus, by the wisdom and power of GOD, who takes the wise in their own craftiness, by means, especially, of the indefatigable labors of the renowned Mr.

Sir, you are in covenant with God and His people, and are obliged to maintain presbyterial government, as well against erastians as sectaries. I know this erastian humour aboundeth at court. It may be, some endeavour to make you encroach upon that for which God hath punished your predecessors.

Two parties came biassed, the one with a national determination, the other with a congregational engagement. The reverend Commissioners from Scotland were for the divine right of the presbyterial, the Independents for the congregational government. How should either move? where should both meet? Here was the great bar, which, if you can avoid, you may do much.

The church at Putney was one that gladdened the hearts of all the ministers in the presbytery whenever they thought about it. It was such a satisfactory church. While other churches here and there were continually giving trouble in one way or another, the Putneyites were never guilty of brewing up internal or presbyterial strife.

Thus the imputation itself of arbitrary conduct and tyranny to the presbyterial government is unjust and groundless. II. The pretended ground of this aspersion is false and frivolous. Ans. 1.

Consistorial or presbyterial admonition given to the unruly may be called a censure; and if this were his meaning, then, ascribing to elderships power of admonition, he gives them some power of spiritual censures, and so something of the corrective part of government, which were contrary to his own principles.

That this juridical synod is for a rule to the churches of Christ in all succeeding ages. That Jesus Christ hath laid down in his word a pattern of a synod, yea, of a juridical synod, consisting of governing officers of divers presbyterial churches, is manifest, Acts xv. and xvi., where are plainly set forth: 1. The occasion of the synod. 2. The proper members of the synod. 3.

"Whether the Parochial and Congregational Elderships appointed by Ordinance of Parliament, or any other Congregational or Presbyterial Elderships, are jure divino, and by the will and appointment of Jesus Christ; and whether any particular Church- government be jure divino, and what that government is?" such is the first of the nine queries; and the other eight are no less incisive.
