Early in June, 1904, Borikov, Governor-General of Finland, was assassinated by a revolutionist. A month later, July 15th, the infamous Von Plehve, who had been judged by the Central Committee and held responsible for the Kishinev pogrom, was killed by a bomb thrown under the wheels of his carriage by Sazanov, a member of the Fighting Force. The death of this cruel tyrant thrilled the world.

And I should be sorry for any pogrom that brought down any of their grey wisps or whiskers in sorrow to the grave. The whole scene indeed, seriousness apart, might be regarded as a fantasia for barbers; for the different ways of dressing the hair would alone serve as symbols of different races and religions.

Taken as a whole, the ninth decade of the nineteenth century may well be designated as a period of transition from the older Haskalah movement to the more modern national revival. During the interval between the pogrom of Warsaw and that of Balta the Government was preparing for the Jews a series of legislative pogroms.

A contemporary observer, basing his statements on the results of a special investigation, gives the following account of the events at Balta: At the beginning of the pogrom, the Jews got together and forced a band of rioters to draw back and seek shelter in the building of the fire department.
