Again, a great injustice would surely be involved by laying the whole burden of this oppressive levy upon owners of accumulated property, so penalising those who save capital for the community and letting off those who squander their incomes. A characteristic argument on this point was provided by the New Statesman in a recent issue.
These are, the difficulty of valuation, the fact that in many cases it would have to be paid by instalments, and so would be merely another form of income tax, its sparing of the waster and penalising of the saver, and, consequently, the grave danger that it would check accumulation and so dry up the springs of capital.
It is not merely that British shipping at present so lamentably paralysed and denuded of earning power cannot be restored to prosperity without a large resumption of international exchanges: a large proportion of industrial employment unalterably depends upon that resumption. And it is wholly impossible to return to pre-war levels of employment by any plan of penalising imports.
But they will in a special and limited sense forbid tobacco but not cigars. Or at any rate not expensive cigars. In America, where large numbers of ordinary men smoke rather ordinary cigars, there would be doubtless a good opportunity of penalising a very ordinary pleasure. But the Havanas of the millionaire will be all right.
At first the gap might be stopped by extravagant super-income tax, by half-compensated seizures of demesne land, and by penalising the owners of ground rents and town property. Confiscation is not a permanent source of wealth, for it soon kills the goose that laid the golden egg. Then the turn of the large farmer would come.
