Even the agents and officials were apt to be the least promising of their kind or they would have been somewhere else. The central administration being a far-flung network of officialdom, there was hardly any room for local government apart from it. We find it only in the village elder and those associated with him, who took up what government was necessary where the jurisdiction of the unit of the central administration the district magistracy ceased, or at least did not concern itself in meddling much.

A bureaucracy, ruling without proper external control, becomes a prey to the demons of red tape, routine, officialdom and place-hunting; it tends to stifle individual initiative and the sense of moral responsibility, since it forgets the real object of its existence the good government of the country in its passion for self-preservation and its desire to secure the smooth-working of the machine; it becomes inhuman, intensely conservative and corrupt.
