Dorchester, Watertown, and Newtown showed many symptoms of an increase of local feeling: the two former led the way, in October, 1633, in establishing town governments under "selectmen;" and all three neglected or evaded, more or less, the fundamental feature of Massachusetts policy, the limitation of office-holding and the elective franchise to church-members.

The creed that good becomes evil if it is carried out under one régime, and evil good under another, is not calculated to raise the moral perception; and it is only when a politician has convictions and principles which are superior to any office-holding, and will break with his party a hundred times sooner than stultify his own conscience, that he earns the respect of onlookers.

He was one of those men, decent and respectable, who go through a life of office-seeking and office-holding without a particle of real leadership, and are forgotten the moment they leave the stage unless circumstance throws them into a place so responsible as to reveal their glaring incompetence.

After all, this seemed to make my father a bigger man than if he had accepted it. Naturally I was asked why he had declined it. "He wouldn't take it," I replied scornfully. "Office-holding should be left to politicians."

Rightly or wrongly they have believed this and believing have submitted to what they suppose their only means of security. They have been governed accordingly. Germany is still feudal. This leads to the larger and all important field of politics. Here we soon see that office-holding is the incidental, but the standard of citizenship is the essential. Government does rest upon the opinions of men.

I had no settled object in view other than to make a living, and to continue on my humble, peaceable, and agreeable manner." In view of the aversion already shown to office-holding, the following disclaimer upon the part of the Judge seems wholly superfluous: "I had no political ambition or aspirations for office whatever."

The day of the rifle and scalping-knife passed away, and justice without form the rule of the elementary strong-hand gave place to order and legal ceremony. Then first began to appear the class of politicians, though, as yet, office-seeking had not become a trade, nor office-holding a regular means of livelihood.

It discusses the disabilities of sex in relation to the suffrage the difficulties in the way of jury duty, police duty, and office-holding and draws the conclusion that the fulfilment of such necessary work of the voting citizen is practically an impossibility for woman, and has been found to be so in the Western States. The eleventh chapter has for its title "Woman Suffrage and the Home."
