To attribute depopulation to luxury was to say that it was caused by the inequality of property. The rich man wasted the substance of the country, became demoralised himself, and both corrupted and plundered his neighbours. The return to a 'state of nature, in Rousseau's phrase, meant the return to a state of things in which this misappropriation should become impossible.
And the mind of that man that layeth this story to heart, never delighteth in unrighteousness, or in disunion among friends, or misappropriation of other person's property, or staining other people's wives, or in foul thoughts!
He acknowledges, however, that the clergy had no part in "this great misappropriation of the public property," but that it had arisen "entirely from heedless misconception, or some other error of the civil government of the province."
But this was not all; Landsberg had had gunners posted on the watch, so that he should not be surprised by his commanding officer, and that was misappropriation of the service staff. When called to order, he coolly excused himself: "I beg your pardon, sir; but I really thought it could not matter much about a few dozen horseshoe nails more or less."
Why was this? What was the excuse for it? What was the motive, the incentive that caused it? It was not in the interest of good, efficient, and capable government; for that we already had. It was not on account of dishonesty, maladministration, misappropriation of public funds; for every dollar of the public funds had been faithfully accounted for.
Vasquez was now a man of power, for my party had fallen with me, and his own had supplanted it in the royal councils. It was by his work that at last, in '84, I was brought to trial upon a charge of corruption and misappropriation.
When it is put before him rightly he will scorn a selfish misappropriation of his life, and will enter the crusade for the city that hath foundations whose builder and maker is God. Happy is the minister who has boys that bring their chums to see him for the purpose of enlistment.
Such being the case, the testimony borne by the inspecting officers to those committees, is highly creditable to them; the inspecting officers, says the report, "express their belief that there has been almost a total absence of misappropriation of money by committees." On the 28th of August the number of daily rations issued was down to 967,575.
With the exception of the statistics furnished by Indian agents, the voluminous work of Schoolcraft is absolutely worthless; and students of ethnology cannot contemplate such a misappropriation without feelings of regret. Fortunately, the American aboriginal had already found a true portrayer and historian.
Eventually, however, Argall was severely criticized and accused of the misappropriation of Company resources. He was charged, too, with a host of private wrongs to particular persons, wrongs accompanied by high-handed actions. Much in disfavor, he slipped away from the Colony a matter of days before the new Governor, Sir George Yeardley again, reached Virginia in April, 1619.
