The Ministerialists invariably roar how they have improved the public finances, while the Opposition as blatantly tries to drown them by bellowing that the retiring government has damned the country, and that the Opposition has the only recipe of satisfactory reconstruction, but in spite of this threadbare election scare the Commonwealth remained the freest and one of the wealthiest abiding-places in the world.
"A set-back, a sharp set-back," said Lord Windlehurst, in the Peers' Gallery, as the cheers of the Opposition and of a good number of ministerialists sounded through the Chamber. There were those on the Treasury Bench who saw danger ahead.
The success or failure of a petition again became a party question; and as in a committee of an odd number the ministerialists or the Opposition must inevitably have a majority of at least one member, before the end of the reign it had become as easy to foretell the result of a petition from the composition of the committee as it had been in the time of Walpole.
The Ministerialists were broken into utter schism. The Pelhams, who had for some time been secretly backed up by Walpole's influence with the King, were struggling hard for power against Carteret, and against such strength as Pulteney, Earl of Bath, still possessed. Carteret had made himself impossible by the way in which he had conducted himself in the administration of foreign affairs.
Nothing wounds us more than to hear ourselves accused of being the enemies of him whom we adore, cherish, bless." The tactics of the Opposition were to flatter the King, but to disarm him and to make him look on those who were really revolutionists as ministerialists.
The day is rather cold and disposed to rain. The papers say that the Corn Bill is given up in consequence of the Duke of Wellington having carried the amendment in the House of Lords. All the party here Sir A.F. perhaps excepted are Ministerialists on the present double bottom. They say the names of Whig and Tory are now to exist no longer. Why have they existed at all?
"Eighteen majority," Tressady was saying. "The Socialists saved it at the last moment, after growling and threatening till nobody knew what was going to happen. Forty Ministerialists walked out, twenty more, at least, were away unpaired, and the Old Liberals voted against the Government to a man."
"What you ought to do," said Vinet, "is to take an open stand against the ministerialists of Provins and form an opposition to them. You would soon see how popular that would make you; you would have a society about you at once. The Tiphaines would be furious at an opposition salon.
Thus Gaubertin, who was the first to broach the idea of this arrangement, was favorably received at the Prefecture, which he often, in return, saved from petty annoyances. The prefect always selected three firm ministerialists, and two deputies of the Left Centre.
The result of the elections of 1854 showed that no one of the three parties the Ministerialists, the Opposition, or the Clear Grits and Lower-Canadian Rouges combined had an independent majority. Upon one point, however, the two last-named groups were equally determined, namely, the defeat of the Government. This they promptly effected by a junction of forces.
