Wilson: As things turned out, I hope that it would finally have done so, Mr. Senator. McCumber: Do you believe that, if Germany had been guilty of no act of injustice against our own citizens, we should have come into this war? Wilson: I believe it. McCumber: You believe that we should have come in whatever happened? Wilson: Yes.
During this same period the Republican side of the Senate gave five more Republican Senators to the amendment. West Virginia. All of these men except Senator McCumber were won through the pressure from Republican Party leaders. This gain of nine recruits reduced to two the number of votes to be won.
He was asked once, after he had had several conferences with Senator McCumber, Senator Smoot, Representative Fordney, and others who would be responsible for financial legislation, "Have you worked out the larger details of your taxation policy?" "Naturally not!" was his reply. That "naturally" sprang I suppose from his habit of believing that somewhere there is authority.
Senator McCumber, though opposed, was compelled to support the measure, by the action of the N. D. legislature commanding him to do so. New Attacks on the President The Senate was about to recess. No assurance was given by the majority that suffrage would be considered either before or after the recess.
The "mild reservationists" led by McCumber voted with the Lodge group for the resolution; but the "bitter-enders," combining with the supporters of the original treaty, outnumbered them. The vote stood thirty-nine in favor of the resolution and fifty-five against.
As was pointed out by Senator McCumber, the single Republican who dissented from the majority report, "not one word is said, not a single allusion made, concerning either the great purposes of the League of Nations or the methods by which these purposes are to be accomplished.
He referred to the last war, at the outbreak of which there was no League of Nations in existence, and the following discussion took place: McCumber: Would our moral conviction of the injustice of the German war have drawn us into this war, if Germany had been guilty of no aggressive acts, and, what is more, without the League of Nations, for of course we had no League of Nations then?
Senator Root, Senator Burton, Senator Lodge, Senator Kenyon, Senator McCumber, all Republicans, day after day and week after week upheld the national honour; while Senators O'Gorman, Chamberlain, Vardaman, and Reed, all members of the President's party, just as persistently led the fight for the baser cause.
