Troops were now detailed to dislodge the armed bands of Anarchists who had been occupying several large residences in the city. On seeing that the Government was in earnest the Anarchists surrendered unconditionally. On July 20, 1917, it was announced that Prince Lvov had resigned from the premiership and that Kerensky had taken his place.
The old prince, and Lvov, whom he liked so much, and Sergey Ivanovitch, and all the women believed, and his wife believed as simply as he had believed in his earliest childhood, and ninety-nine hundredths of the Russian people, all the working people for whose life he felt the deepest respect, believed.
Lvov, in a house coat with a belt and in chamois leather shoes, was sitting in an armchair, and with a pince-nez with blue glasses he was reading a book that stood on a reading desk, while in his beautiful hand he held a half-burned cigarette daintily away from him.
During the first two years of the war the Central Committee disbursed over half a billion dollars. At the head of this organization, democratic in form, as its president was Prince George Lvov, who was later destined to play an important part in the organization of the revolutionary government.
Levin even forgot the commission intrusted to him. He recollected it as he was going into the hall. "Oh, Kitty told me to talk to you about Oblonsky," he said, as Lvov was standing on the stairs, seeing his wife and Levin off. "Yes, yes, maman wants us, les beaux-frères, to attack him," he said, blushing. "But why should I?"
On the 16th the Provisional Government was succeeded by another Coalition more socialist in its complexion. Lvov remained its nominal head, but Tchernov, a social revolutionary, and two Mensheviks became Ministers, and Kerensky took Gutchkov's place at the Ministry of War.
The Cadets had most of them resigned in July owing to the Government's complaisance towards the Ukrainian demand for independence; and Kerensky succeeded Lvov as Premier on the 22nd, while Kornilov took Brussilov's place as commander-in-chief on 1 August. But while Kerensky shed his right wing, he gained no support from the left.
As Levin had already heard it all, he made haste to tell Metrov that he was sorry he could not take advantage of his invitation, took leave, and drove to Lvov's. Lvov, the husband of Natalia, Kitty's sister, had spent all his life in foreign capitals, where he had been educated, and had been in the diplomatic service.
I have heard others charge the same thing against such men as Rodzianko, Prince Lvov, and Professor Miliukov. What these Russians meant was that the failure of these men and others to deal properly with the situation existing at the time of the March revolution made the triumph of Bolshevism possible.
At the head of the Provisional Government, as Premier, had been placed Prince George E. Lvov, who as president of the Union of Zemstvos had proved himself to be a democrat of the most liberal school as well as an extraordinarily capable organizer. The position of Minister of Foreign Affairs was given to Miliukov, whose strong sympathy with the Allies was well known.
