They grafted a clause on the land-tax bill, importing, that the lords should tax themselves. It was adopted by the majority, and the bill sent with this amendment to the commons, by whom it was unanimously rejected as a flagrant attempt upon their privileges.

Our chief misfortune is the cowardly servility towards those above and the chasing after popularity below, which characterize our provincial councillor; consequently public business, the chase, land-tax, etc., are all deleteriously affected.

It shrunk, in fact, into a mean discussion about the cost of provisions and the amounts of the land-tax; the number of children George the Second had to maintain as compared with the small family George the First had to provide for; the fact that George the Second had a wife to maintain in becoming state in England, whereas George the First had saved himself from the occasion of any such outlay; the total amount left for George the Second to spend as compared with the total amount which the differing conditions left at the disposal of his illustrious father.

In conformity with an edict of the State, it became necessary to survey the salt-marshes in the neighbourhood of Saintes for the purpose of levying the land-tax. Palissy was employed to make this survey, and prepare the requisite map.

The supplies were raised by the standing branches of the revenue, the land-tax and malt-tax, and a lottery for one million; one hundred thousand pounds of it to be deducted for the service of the public, and the remaining nine hundred thousand to be charged on the produce of the sinking-fund, at the rate of three per cent, per annum, to commence from the fifth day of January, in the year one thousand seven hundred and fifty-six.

Most soil will bear two crops, the first being millet, rape, vegetables, and so on, sown on dry soil and ripening at the end of May. Then the ground is at once prepared for the wet crop, to be harvested in October or thereabouts. Land-tax is payable in two instalments. Rice land pays between the 1st November and the middle of December and the 1st January and the last of February.

To my Lord Crewe, and had some good discourse with him, he doubting that all will break in pieces in the Kingdom; and that the taxes now coming out, which will tax the same man in three or four several capacities as for land, office, profession, and money at interest, will be the hardest that ever came out; and do think that we owe it, and the lateness of its being given, wholly to the unpreparedness of the King's own party, to make their demand and choice; for they have obstructed the giving it by land-tax, which had been done long since.

In the imperial Record Office there is a register of the area of land in a given province, and an assessment of its producing value. The amount of the land-tax to be paid into the Roman treasury is therefore fixed.

But if the harvest exceed that figure, it shall be divided in the proportions indicated in . No farmer shall move away from his holding to avoid the land-tax or to escape forced labour. Anyone harbouring a violator of this rule shall expose to punishment not only himself but also the inhabitants of the entire village where he resides.

Do you imagine, then, that it is the land-tax which raises your revenue? that it is the annual vote in the committee of supply, which gives you your army? or that it is the Mutiny Bill, which inspires it with bravery and discipline? No! surely no!
