Two Acts were quickly passed: one reversing many of the acts of its predecessors and confirming the considerations: the other, known in history as the Act of Classes, defining the various misdemeanours which were to exclude men from sitting in Parliament or holding any public office, for a period measured by their offences, and practically to be determined by the judicatories of the Kirk.
In like manner they reject and condemn that gross invasion and encroachment upon the church's liberties, by the intrusion of popish patronages, whether imposed as a law by civil, or executed by ecclesiastical powers. Of the latter of these, the ministers and judicatories of the now corrupt, harlot Church of Scotland, cannot but be more egregiously guilty.
These commissioners profess that they have authority to discharge other ecclesiastical judicatories within the kingdom from meddling with the judging of anything which they shall think impertinent for them, and which they shall think good to judge and decide by themselves in their commission: which, if it be so, then, when it pleaseth them, they may make other ecclesiastical judicatories to be altogether useless and of no effect in the church.

And our Saviour seems to insinuate, that the Jews had their inferior courts for inferior causes, superior judicatories for greater, in that gradation of his, Matt. v. 22. The institution of Christ recorded Matt. xviii. 15-21, seems to hold forth notably both single congregational elderships, and their power.
But if we are there in our true character, as we always have been, viz., as Presbyters and acting pastors of churches, part and parcel of the church Judicatories, on perfect equality and in full sympathy with the native Presbyters, our membership may be of much benefit to Tai-hoey. It must be of benefit if our theory of Church Government be correct.
It may at first seem strange, to see a charge of error advanced against those who made the countenancing of error in the judicatories of the established church, one principal ground of their secession therefrom.
Add to what is above, that this church maintains no suitable testimony against sins of all sorts, in persons of all stations; neither emits faithful warnings anent the snares and dangers of the nation, nor full and free declarations of present duty, as church judicatories, like faithful watchmen did in former times.
And yet the ecclesiastical judicatories of the church of Scotland afterward found it competent for them, as such, to approve of these covenants, both as to the matter and form of them, without branding and exploding them as a blending of matters civil and religious together, as Seceders have done.
This plan can only work during the infancy of the mission churches, while the Mission Church Judicatories are still essentially foreign in their constituents. Soon the jurisdiction will be very imperfect. This imperfection will increase as fast as the mission churches increase. Moreover this plan will extend to the native churches the evil deprecated above.
