I attempted to prove that Germany and not Britain or France or Russia was the storm-centre of international politics.

Two of these, the social or democratic idea and the national idea, were made, as we have seen, living issues by the French Revolution; the third, which may be called the international idea, was raised by the Congress of Vienna.

Colonel House, though he listened attentively to the memorandum and to my suggestions, did not seem convinced of the importance of the questions or of the advantages of adopting any other plan than that of the proposed mandatory system. To abandon the system meant to abandon one of the ideas of international supervision, which the President especially cherished and strongly advocated.

And the friction between them was largely due to the circumstance that they both aimed at universal sovereignty, and had a similar international organisation, a similar net thrown over the nations, and in a like way mysteries, dogmas, and rites.

It was not a work for politicians, novices, or inexperienced theorists, but for trained statesmen and jurists, who were conversant with the fundamental principles of international law, with the usages of nations in their intercourse with one another, and with the successes and failures of previous experiments in international association.

The workers of the whole world, with the emblems of labour, gather for the celebration of the World Commune. Triumph to the sounds of the hymn of the World Commune, the 'International'."

Its duties were much enlarged by the International Conference of American States at Buenos Aires and its name was shortened to the more practical and expressive term of Pan American Union.

Finance can only prosper through production; its efforts are inevitably failures, if they do not tend to the growing and making of things, or the production of services, that are wanted. Destruction, reduced to a fine art and embellished by the nicest ingenuities of the most carefully applied science, is the weapon of international politics.

In some countries a number of divisions are sometimes grouped into provinces with an Officer in charge of the whole province, and each country has its national headquarters under a Territorial Commissioner, all being under the lead of the International Headquarters in London.

At any rate, whether more or less emphatic in our utterances, we then and there made friends on a sound international basis. It seemed to me that at this our first meeting du Maurier took me in at a glance the eager, hungry glance of the caricaturist. He seemed struck with my appearance, as well he might be. I wore a workman's blouse that had gradually taken its colour from its surroundings.
