Under the auspices, even if they are only the histrionic and decorative auspices, of so decorous an article of institutional furniture as royalty, it follows of logical necessity that the personnel of the effectual government must also be drawn from the better classes, whose place and station and high repute will make their association with the First Gentleman of the Realm not too insufferably incongruous.
It is the even-going routine of institutional life which affords the indispensable quieting effect provided that routine is well ordered, and not defeated by annoyances imposed by ignorant or indifferent doctors and attendants. But while these political, social, and economic interests are beyond the present reach of children, biography, individual life and action in their simple forms, are plain to their understanding. They not only make moral conduct real and impressive, but they gradually lead up to an appreciation of history in its social and institutional forms.

The virtues that the Suffrage leaders denounce as "apathetic" are those that Christ signalized as the heavenly virtues, and are those which heroes emulate, whether they be women or men. Dr.
Bible and meeting-house, school-house and town-meeting, thus illustrate concretely the responsiveness of the American character to idealistic impulses. They are external symbols of a certain state of mind. It may indeed be urged that they are primarily signs of a moral and social or institutional trend, and are therefore non-literary evidence of American idealism.
What a poor man wants is not only a clean shirt, a clean home, and a clean account on Saturday night; he wants a clean character and a clean soul for this world and the next. Christianity makes a sad mistake if it is satisfied to give him a full stomach, and leave him with a starving soul. In recent years we have heard much about the "Institutional Church" as the long sought panacea.
However, such an abstraction is justifiable. We can profitably discuss the intention, the form, and the history of speech, precisely as we discuss the nature of any other phase of human culture say art or religion as an institutional or cultural entity, leaving the organic and psychological mechanisms back of it as something to be taken for granted.
Evidently, too, these retarded others will not move on into the later institutional phase, of the ungraded commonwealth, by preconceived choice; but only, if at all, by such schooling of experience as will bring them insensibly to that frame of mind out of which the ideal of the ungraded commonwealth emerges by easy generalisation of workday practice.
