To the Senate of the United States: In compliance with the resolution of the Senate of November 30, 1807, I now transmit a report of the Secretary of State on the subject of impressments, as requested in that resolution. The great volume of the documents and the time necessary for the investigation will explain to the Senate the causes of the delay which has intervened.
Although a repeal of the orders susceptible of explanations meeting the views of this Government had taken place before this pacific advance was communicated to that of Great Britain, the advance was declined from an avowed repugnance to a suspension of the practice of impressments during the armistice, and without any intimation that the arrangement proposed with regard to sea men would be accepted.
That result is not yet known. If, on the one hand, the repeal of the orders in council and the general pacification in Europe, which withdrew the occasion on which impressments from American vessels were practiced, suggest expectations that peace and amity may be reestablished, we are compelled, on the other hand, by the refusal of the British Government to accept the offered mediation of the Emperor of Russia, by the delays in giving effect to its own proposal of a direct negotiation, and, above all, by the principles and manner in which the war is now avowedly carried on to infer that a spirit of hostility is indulged more violent than ever against the rights and prosperity of this country.

Captures at once began; English frigates were stationed outside the port of New York, and vessels coming in and going out were insolently stopped and searched; impressments were revived. In 1804 thirty-nine vessels had been captured by the British; in 1805 one hundred and sixteen were taken; and probably a thousand American seamen were impressed.
Belonging to the wealthy classes, they admired and respected England as defender of the world's civilization against Napoleon, and they detested Jefferson and Madison as tools of the enemy of mankind. They justified impressments, spoke respectfully of the British doctrines of trade, and corresponded freely with British public men.
But the remaining commissioner remained undisturbed on shore, and a committee of the council, examining into the matter, found that the affair had been only "a small disturbance." A committee from the Boston town meeting, going in eleven chaises to Bernard at his country seat, secured from him a promise to stop impressments, and a statement of his desire for conciliation.
It may be objected by some hopeful jackanapeses, that the number of impressments in the navy, consequent upon the seizure of the Boy-Joneses, or remaining portion of the population ambitious of Court Favour, will be in itself sufficient to defend our Island from foreign invasion.
Had the Union fallen, through her infernal machinations, not a city throughout her dominions but would have blazed with joyful illuminations at the result; while her government would again introduce the impressments of 1812.
For though I might have got some of the passers-by to succour me, it being broad daylight, and these impressments most unpopular among seafaring men, yet I foresaw that it would quickly come to a question of who I was, and if my name once became bruited abroad there were friends of my father's in the town who would have made short work of sending me back to him.
