Among these self-respecting Americanized families there was occasionally seen a sprinkling of those who disdained any approach to dudishness, or had not yet grasped it as anything that could possibly pertain to themselves, and these mostly new importations from Poland or Italy strode dauntlessly up to the wide-open doors in the deep Grecian portico, the men in clumping shoes and the women in little head shawls, jabbering noisily with wonder and curiosity.
Prior to April 1, 1910, when the maximum tariff was to come into operation with respect to importations from all those countries in whose favor no proclamation applying the minimum tariff should be issued by the President, one hundred and thirty-four such proclamations were issued.
There were rugs, hangings and paintings in profusion, many of them as yet unhung. Some of the most interesting importations of furniture and statuary were still in the cases in which they had arrived, with marks of ships and the names of foreign cities upon the cases.
In my last annual message I referred to the tariff negotiations of the Department of State with foreign countries in connection with the application, by a series of proclamations, of the minimum tariff of the United States to importations from the several countries, and I stated that, in its general operation, section 2 of the new tariff law had proved a guaranty of continued commercial peace, although there were, unfortunately, instances where foreign governments dealt arbitrarily with American interests within their jurisdiction in a manner injurious and inequitable.
Although to such results in the future I look mainly for a great poetry native to us, these importations till then will have to be accepted, such as they are, and thankful they are no worse.
The public prosperity is evinced in the increased revenue arising from the sales of the public lands and in the steady maintenance of that produced by imposts and tonnage, not withstanding the additional duties imposed by the act of May 19th, 1828, and the unusual importations in the early part of that year. The balance in the Treasury on January 1st, 1829 was $5,972,435.81.
The vast homestead of Astarte, which in the number and vowed profligacy of its inhabitants rivalled the vaults upon the Forum; the old rites, many and diversified, if separately obscure, which came from Punic times; the new importations from Syria and Phrygia, and a number of other haunts and schools of depravity and crime, did their part in swelling or giving character to the concourse.
The problem of attracting capital to manufacturing enterprises, the farmers proposed to solve by the creation of a system of protective tariffs that would check importations and encourage investment in mills and factories at home.
To the Senate of the United States: Agreeably to the resolution of the Senate of 19th May last, requesting the President to cause to be laid before the Senate a report "shewing the amount of duties which shall have accrued on importations into the United States for the three quarters of a year ending June 30, 1824; also the amount of duties which would have accrued on the same importations at such higher rates of duty as may be imposed by any act of the present session of Congress," I herewith transmit a report from the Secretary of the Treasury, which contains the information required.
He should have advised a system of duties on fresh importations of slaves, progressively increasing to a certain extent; and that the amount of these duties should be given to the planters, as a bounty to encourage the Negro population upon their estates. Nothing could be done, unless we went hand in hand with the latter.
