The love of temporal dominion was ruining the Church of Rome. Kings of England. 1199. John. 1216. Henry III. King of Scotland. 1214. Alexander II. King of France. 1180. Philippe II. Emperor of Germany. 1209. Friedrich II. Popes. 1198. Innocent III. 1216. Honorius III. The first table of English laws were those of Ina, King of Wessex.

The statues of Theodosius, of his father, of his wife Flaccilla, of his two sons, Arcadius and Honorius, were insolently thrown down from their pedestals, broken in pieces, or dragged with contempt through the streets; and the indignities which were offered to the representations of Imperial majesty, sufficiently declared the impious and treasonable wishes of the populace.

About the same time a general amnesty was published in the name of Honorius, to abolish the guilt and memory of all the involuntary offences which had been committed by his unhappy subjects during the term of the public disorder and calamity.

They were finally subjugated by a Visigothic host, and in 415, Walia, a war-like and ambitious chief, established the West-Gothic kingdom in Spain, on the ruins of the old Roman province. Walia concluded a treaty with the Emperor Honorius, and, putting himself at the head of the brave Goths, in a three-years' war he destroyed or drove the barbarians from the land.

The arrival of Honorius at Milan was welcomed by a splendid exhibition of the games of the Circus; and the emperor, though he was oppressed by the weight of his disorder, contributed by his presence to the public joy. But the remains of his strength were exhausted by the painful effort which he made to assist at the spectacles of the morning.

The generous soldier, whose time had hitherto been divided between social pleasure and military service, was taught new lessons of avarice and ambition: he extorted the title of Augustus: and the servant of Honorius was associated to the empire of the West.

Modern Italian history may be said to begin with the retirement of Honorius to Ravenna and the subsequent foundation of Odoacer's Kingdom in 476. The Western Empire ended, and Rome was recognized as a Republic.

Accordingly the truce ran out its full time, and in 1220 Honorius III., ever zealous for peace between Christian sovereigns, procured its prolongation for four years. Before this had expired, the accession of Louis VIII. in 1223 raised the old enemy of King Henry to the throne of France.

But Pontius returned, gathered an armed band, and got forcible possession of Cluny, which he proceeded to despoil. Again the Pope, Honorius II, interfered, and Pontius was disposed of. But such an episode was only too characteristic of the decay which seemed inevitably to fall on each of the monastic Orders. The wealth and privileges of Cluny made its failure all the more conspicuous.

By the imprudent conduct of the ministers of Honorius the republic lost the assistance, and deserved the enmity, of thirty thousand of her bravest soldiers; and the weight of that formidable army, which alone might have determined the event of the war, was transferred from the scale of the Romans into that of the Goths.
