One day he was complaining of Hillsborough to a "friend at court," when the friend replied that Hillsborough was wont to represent the Americans "as an unquiet people, not easily satisfied with any ministry; that, however, it was thought too much occasion had been given them to dislike the present;" and the question was asked whether, in case of Hillsborough's removal, Franklin "could name another likely to be more acceptable" to his countrymen.

Lord Barrington, in his speech above cited, laid most stress on the denial of the authority of Parliament: all who questioned any part of this authority were regarded as disloyal; and hence Lord Hillsborough's instructions to Governor Bernard ran, "If any man or set of men have been daring enough to declare openly that they will not submit to the authority of Parliament, it is of great consequence that His Majesty's servants should know who and what they are."

When, in England, the idea was entertained and acted upon, that nothing would restore the authority of the Government but the arrest and transportation to London of the originators of the opposition to the Revenue Acts, Lord Hillsborough's instructions to the Massachusetts Executive ran thus: "The King has thought fit to direct me to signify to you his Majesty's commands that you do take the most effectual methods for procuring the fullest information that can be obtained touching all treasons or misprisions of treason committed within your government since the 30th day of December, 1767, and transmit the same to me, together with the names of persons who were most active in the commission of such offences."

Upon Lord Hillsborough's resignation as first Lord of Trade and Plantations, his Lordship was pleased to recommend Captain Godfrey's case to the Earl of Dartmouth, who succeeded His Lordship in office. The case, with all the original papers and certificates, was laid before the Earl of Dartmouth and the Right Honorable the Lords of Trade and Plantations.
