The force was embarrassed by a horde of Hazaras, who swarmed in wild irregularity on its flanks, plundering and burning with great vindictiveness, eager to wreak vengeance on their Afghan foes.

The casualties of the British force were seventeen killed and 124 wounded, of whom four died of their wounds. The injuries consisted almost wholly of sword slashes and knife stabs received in hand-to-hand encounters. The pursuit was soon recalled, but the Hazaras took up the chase with ardour and in the rancour of vengeance slew and spared not.

The fighting had lasted but an hour; but of the enemy 1000 dead lay upon the field, besides those bodies which had been carried off, and their wounded must have been even more numerous. Among our troops 17 were killed and 126 wounded. Our native allies, the Hazaras, seeing the Afghans defeated, took up the pursuit, and the rout of the enemy was complete.

It might be the army, of course, or it might be education; but it might quite as well be a matter of foreign policy!" They looked at each other in comprehensive silence. "You know as well as I that it's not the question of whether Russia comes into Persia, but the question of whether Russia goes out of Persia when these Hazaras are subdued!

Thus it was that the Hazaras and Shiah inhabitants of the small principalities on the head-waters of the Oxus were sold into Sunni slavery, and the purchase of the Shiah Circassians in the Turkish markets was justified on the same grounds. The bitter experience of ages has taught all Shiahs that, once helplessly at the mercy of the Sunnis, there must be absolute submission on all points.

The Ameer of Afghanistan also undertook to conduct the administration of Wakkhan, lying between the new boundary and the Hindu Kush, in return for an increase of his subsidy. "Under the strong rule of the late ameer the country for the most part enjoyed internal peace, but this was broken by the revolt of the Hazaras in 1892, which was severely suppressed.

For should Russia subdue the insurgent Hazaras and, laden with the honors of the peacemaker, retire across the frontier, then the political arena would remain undisturbed; but should the all-important movement predicted by Lakely become an accepted fact before Parliament rose for the Easter recess, then the first blow in the fight that would rage during the succeeding session must inevitably be struck.

For it was not the fact that the Hazaras had risen against the Shah that occupied the thinking mind, nor was it the fact that Russian and not Persian troops were destined to subdue them, but the deeply important consideration that an armed Russian force had crossed the frontier and was encamped within twenty miles of Meshed-Meshed, upon which covetous Russian eyes have rested ever since the days of Peter the Great.
