"If any man Obey not our word by this Epistle, note that man, and have no company with him, that he may bee ashamed": where from the word Obey, he would inferre, that this Epistle was a Law to the Thessalonians. The Epistles of the Emperours were indeed Laws. If therefore the Epistle of S. Paul were also a Law, they were to obey two Masters.
And some while it hapned, that in one self time there were manie Emperours, created of divers armies, of whiche thinges proceded first the devision of the Empire, and at laste the ruine of the same.
10 That the said priuilege with the additions, shall be published in all townes and partes of the Emperors dominions, where the said Companie haue traffike. 11 That the said Companie shall be permitted to vse a sole trade through the Emperours countries, by the riuer Volga into Media, Persia, Bogharia, and the other the East countries.
1 Of the constitution or state of the Russe Common wealth. 2 Of their Parliaments, and maner of holding them, 3 Of the Russe Nobilitie and meanes whereby it is kept in an vnder proportion agreeable to that state. 4 Of the maner of gouerning their prouinces of shires. 5 Of the Emperours priuie counsell. 6 Of the Emperors customs and their reuenues, with the practises for the increase of them.
¶ Thus may you perceiue in what state this Ile stood in the time that Aruiragus reigned in the same, as is supposed by the best histories of the old Britains: so that it may be thought that he gouerned rather a part of this land, than the whole, and bare the name of a king, the Romans not hauing so reduced the countrie into the forme of a prouince, but that the Britains bare rule in diuerse parts thereof, and that by the permission of the Romans, which neuerthelesse had their lieutenants and procuratours here, that bare the greatest rule vnder the aforesaid emperours.
The Emperor comming out of his Pallace, there went before him, the Metropolitan, Archbishops, Bishops, and chiefest Monkes, and Clergie men, with very rich Copes, and Priestes garments vpon them, carying pictures of our Ladie &c. with the Emperours Angell, banners, censers, and many other such ceremonious things, singing all the way.
In this towne of Shamaky their whole company spent out the Winter, and from thence in April folowing they tooke their iourney towards Ardouil a place of great account and much esteemed, by reason of the sepulchres of the Emperours of Persia, which for the most part lie there buried, and so is growen to bee a place of their superstitious deuotion.
And he said vnto me, the Emperours pleasure is, that you shall presently depart from hence, and I am appointed to goe with you. And that night I departed from the said Starites, being the fourteenth of May aforesayd.
Next, the Dutchmen are there so crept in as they daily augment their trade thither, which may well confirme that vncertainty of the Emperours disposition to keepe promise with our nation. Thirdly, the qualitie of the voyage, such as may not be performed but once the yeere. Fourthly, the charges of all Ambassadours betweene that Prince and her Maiesty, are alwayes borne by the merchants stocke.
But the Emperours, and other Christian Soveraigns, under whose Government these Errours, and the like encroachments of Ecclesiastiques upon their Office, at first crept in, to the disturbance of their possessions, and of the tranquillity of their Subjects, though they suffered the same for want of foresight of the Sequel, and of insight into the designs of their Teachers, may neverthelesse bee esteemed accessories to their own, and the Publique dammage; For without their Authority there could at first no seditious Doctrine have been publiquely preached.
