Eastward of Chaldaea, separated from it by the Tigris, which in its lower course is a stream of more body than the Euphrates, was the country known to the Jews as Elam, to the early Greeks as Cissia, and to the later Greeks as Susis or Susiana.

In the year B.C. 707 a disputed succession gave him an opportunity of interference in Illib, a small country bordering on Susiana. Lying to the north of the Persian Gulf and to the east of the Tigris, and rising from the broad plains nearer the coast to the mountainous districts within its borders on the east and north, Elam was one of the nearest neighbours of Chaldæa.

In that case we should have to find some way of explaining the difference between the Hebrew and the Babylonian forms of the royal name. Lagamar or Lagamer, written Laomer in Hebrew, was one of the principal deities of Elam, and the Babylonians made him a son of their own water-god Ea.

It is therefore legitimate to trace this change of title to a corresponding change in the political condition of Elam; and there is much to be said for the view that the rulers of Elam who bore the title of sukkalu reigned at a period when Elam herself was independent, and may possibly have exercised a suzerainty over the neighbouring districts of Babylonia.
