It has become clear that the powers of the institution of the nation-state, once the arbiter and protector of humanity’s fortunes, have been drastically eroded.

But when it was ultimately decided to go forward with the proposal, and the task of preparing the document was entrusted to the Special Commission, it was at once realised that, however strongly the fine old Jacobean language and the historical associations of the Solemn League and Covenant might appeal to the imagination of a few, it was far too involved and long-winded, no matter how drastically revised, to serve as an actual working agreement between men of to-day, or as a rallying-point for a modern democratic community.

It can be helped by preventing realistically the tragedy of the growing loss through foreclosure of our small homes and our farms. It can be helped by insistence that the Federal, State, and local governments act forthwith on the demand that their cost be drastically reduced. It can be helped by the unifying of relief activities which today are often scattered, uneconomical, and unequal.

In the same chapter, the people having made a golden calf, Moses offers his life for their sin; the Old Testament here, as in so many places, anticipating the so-called New, but rejecting the notion of vicarious atonement so drastically that the attempt of dogmatic Christianity to base itself on the Old Testament can only be described as text-blind.

Another abuse with which Go-Sanjo sought to deal drastically was the sale of offices and ranks. This was an evil of old standing. Whenever special funds were required for temple building or palace construction, it had become customary to invite contributions from local magnates, who, in return, received, or were renewed in their tenure of, the post of provincial governor.
