It was 1938 and the Spanish civil war was still in progress; Germany was flexing her muscles having effected an Anschluss with Austria and having out-manoeuvred Britain and France over the matter of Czechoslovakia. It was obvious that a war was coming but Britain had allowed her forces and armaments to run down and was in no position to engage in one.
With such a balance of forces France demands for herself a form of protection which neither Belgium, nor Poland, nor Czechoslovakia, nor Italy is granted."
And they established a valuable reputation for fulfilling their compacts conscientiously. Nippon, then, would have helped her Russian neighbors, and she expected to be helped by them in return. Have not the Allies, she asked, compelled Poland, Czechoslovakia, and Jugoslavia to pay them in cash for their emancipation?

They deliberately try to prevent economic improvement. If their efforts are successful, they foment a revolution, as they did in Czechoslovakia and China, and as they tried, unsuccessfully, to do in Greece.
In the United States itself we find that the strategy is the same as that followed in Austria, Czechoslovakia and in countries of the Western World.
After his graduation Oertel had been given minor practical training in politically disruptive work in anti-fascist organizations across the Czech border where he had posed as a German emigré. There he had shown such aptitude that his Gestapo chief at sector headquarters in Dresden, Herr Geissler, sent him to Czechoslovakia on a special mission. Oertel hesitated.
