It did not embrace the whole nation; the northern and the Campanian Etruscans were associated in confederacies of their own, just in the same way as the communities of Etruria proper.
The barbarians who overthrew the Roman Empire, whether of the West or the East, were nations, or confederacies of nations, but not states. The nation with them was personal, not territorial. Their country was wherever they fed their flocks and herds, pitched their tents, and encamped for the night.
The mountain minstrelsy, which sounded the appropriate pibrochs or battle tunes of the rival confederacies, was silent when they entered on the Inch, for such was the order which had been given.
On the practice of confederating with the enemies of God, we testify against this party, not only for the fact of so confederating, but also, and chiefly, for resisting the evidence of God's word, often adduced in condemnation of the practice refusing to hear the testimonies, experience, and reasoning of Christ's witnesses and martyr's when cited from the Cloud of Witnesses, Informatory Vindication, Gillespie on Confederacies, &c; and for obstinately going on in this trespass, in the face of manifold convictions from living witnesses and providential rebukes.
This systematic transmission of official rank was, in fact, the vital principle of their government. It was in this system that their federal union differed from the frequent and transitory confederacies common among the Indian tribes. In general, among nearly all the tribes, the rank of a chief was personal. It was gained by the character and achievements of the individual, and it died with him.
TEUTONIC CONFEDERACIES. Of the confederacies of German tribes, the Goths are first to be mentioned. In the third century they had spread over the immense territory between the Baltic and the Black seas. Their force was augmented by the junction of kindred tribes. To the east of them, towards the Don, was a tribe of mixed race, the Alani.
The curse, however, of these secret confederacies, and indeed of ribbonism in general, is, that the savage principle of personal vengeance is transferred from the nocturnal assault, or the midday assassination, which may be directed against religious or political enemies, to the private bickerings and petty jealousies that must necessarily occur in a combination of ignorant and bigoted men, whose passions are guided by no principle but one of practical cruelty.
The backwoodsmen pressed in on the line of least resistance, first taking possession of the debatable hunting-grounds lying between the Algonquins of the north and the Appalachian confederacies of the south. Then they began to encroach on the actual tribal territories. Every step was accompanied by stubborn and bloody fighting with the Indians.
In the infinitely petty confederacies of the Common-room, King and Macrea, fellow house-masters, had borne it in upon him that by games, and games alone, was salvation wrought. Boys neglected were boys lost. They must be disciplined.
The Confederation which was early felt to be necessary was prepared from the models of the Batavian and Helvetic confederacies, the only examples which remain with any detail and precision in history, and certainly the only ones which the people at large had ever considered.
