The whole territory is divided into two great parts, the lands of the native chiefs and the vacant lands called here the Domaine Privé. The Government has however, disposed of part of these to Concessionary Companies in this sense, that the Companies have the right to exploit all the products of the forest in these areas.

Conforming his life to the evolutionary order, a man can command no concessionary haste from nature but, living without error against the laws of his physical and mental endowment, still requires about a million years of incarnating masquerades to know final emancipation.

The concessionary, who had embarked his fortune in the enterprise, having exhausted other means of redress, was compelled to invoke the protection of his Government.

Now the State imposes regulations upon the concessionary Companies and traders, which it also observes carefully itself on its own land in order that the rubber plants shall not be killed and furthermore it stipulates that all who take rubber juice, shall plant young rubber trees and vines to replace those which die in process of time. The supply of rubber is thus assured in the future.

The concessionary, who had embarked his fortune in the enterprise, having exhausted other means of redress, was compelled to invoke the protection of his Government.

There was a certain pride about Kettle which forbade him to make concessionary treaties with an inferior race. So forthwith, having got this final refusal, the blacks took him up again, and under the witch-doctor's lead carried him well beyond the outskirts of the village. There was a cleared space here, and on the bare, baked earth they laid him down under the full glare of the tropical sunshine.

We do not really need questionnaire, since we have 'interrogatory', but if we want it we can make shift with 'questionary'; and for concessionnaire we can put 'concessionary'. To balance 'employer' there is 'employee', better by far than employé, which insists on a French pronunciation.

Last but by no means least, as opposed to oft-reiterated wisdom the markets have no memory. Russia has egregiously defaulted on its sovereign debt a few times in the last 100 years. Only four years ago it thumbed its nose with relish at tearful foreign funds, banks, and investors. Yet, it is now besieged by investment banks and a horde of lenders begging it to borrow at concessionary rates.

The Treaty of Amiens was negotiated and signed in 1801 and 1802, while Baudin's expedition was at sea. Had Napoleon desired to secure a slice of Australia for the French, here was his opportunity to proclaim what he wanted. Had he done so, we can have no reasonable doubt that he would have found the British Government compliant. His Majesty's Ministers were in a concessionary mood.

It is an operative cause alien to my being. What, then, offers itself? The Duke talks to me of Conservative principles; but he does not inform me what they are. I observe indeed a party in the State whose rule it is to consent to no change, until it is clamorously called for, and then instantly to yield; but those are Concessionary, not Conservative principles.
