It is a movement in the South, which, however imperfectly it has been developed as yet, has come to remain, and will ultimately affect every institution, social, political and religious, in our section of the country. It is now being recognized in every Southern State that free government is based upon a public common-school system.

Donnelly moved to amend the bill by inserting the provision that "the commissioner may provide a common-school education for all refugees and freedmen who shall apply therefor." He advocated education as an efficient means of restoration for the South.

This the missionaries of '68 soon saw; and if effective industrial and trade schools were impracticable before the establishment of a common-school system, just as certainly no adequate common schools could be founded until there were teachers to teach them. Southern whites would not teach them; Northern whites in sufficient numbers could not be had.

Our common-school system now rejects sewing from the education of girls, which very properly used to occupy many hours daily in school a generation ago.

What in the name of reason does this nation expect of a people, poorly trained and hard pressed in severe economic competition, without political rights, and with ludicrously inadequate common-school facilities?

Nor is it to be wondered at, when we consider that we have an unequaled homogeneous population with a similar common-school education.

Common-school education is a function which country communities have surrendered to the centers of population. The one-room country school has long been inadequate; but the farmer has not improved it, preferring to rely upon the town schools to which he will remove his family after he has made enough money on the farm.
