If, on the other hand, the latitude conceded to individual opinion is excessive, Parliament inevitably breaks into groups, and parliamentary government loses much of its virtue. When coalitions of minorities can at any time overthrow a ministry, the whole force of Government is lost.
And this motive to union which is offered from abroad, may be necessary, not only in the case of large and extensive nations, where coalitions are weakened by distance, and the distinction of provincial names; but even in the narrow society of the smallest states.
Those even who were fairly imbued with constitutional ideas, but whose minds were not wholly decided, the leaders of the Red Republic endeavored, and not without success, to gain to their side, by persuading them to compromise, as regarded certain points, to modify their opinions on others, change their designations, enter into coalitions, and adopt such ingenious arrangements as were proposed to them.
Most questions have to be treated more or less in the way of compromise; and alliances and coalitions not very conducive to a severe standard of political morals are frequent. In England the leading men of the opposing parties have happily usually been able to respect one another.
Today workmen's coalitions and strikes seem to have stopped throughout England, and the economists rightly rejoice over this return to order, let us say even to common sense. There may be great coalitions and even Leagues of Nations, but these may only make wars more terrible when they come. The friendship of nations will still be insecure and shifting. The great strategic points of the world will remain. Small countries will continue to be ambitious and jealous of one another. Island countries will still be faced by coasts that contain possibilities of danger.
No system of that kind can be formed, which will not leave room fully sufficient for healing coalitions: but no coalition which, under the specious name of independency, carries in its bosom the unreconciled principles of the original discord of parties, ever was, or will be, an healing coalition.
The party indeed which had then been undermost was now uppermost: but the analogy between the situations is one of the most perfect that can be found in history. Both the Restoration and the Revolution was accomplished by coalitions.
