The nationality and culture of the wonderful city-builders of the lower Mesopotamian Plain have completely disappeared, and, though doubtless certain influences dating therefrom are still at work, they are in such changed and hidden form as to be unrecognizable. But the disappearance of the Roman Empire was of no such character.
The protecting walls, which narrowed the ways and cramped the houses of the Old-World cities, did not put a severer compress upon them, than the disgust of solitude and the craving for "the sweet security of streets" threw about our city-builders.
The insurance companies would act promptly and liberally, taking no advantage of any technicality; congress would remit duties on building material for a time, and thus protect the city-builders from the extortions of the material men; the material men roundly asserted that there should be no extortion, no advance in prices, but, on the contrary, all other work should be set aside and precedence given to San Francisco orders; eastern capitalists were to cooperate with the government in placing at the portal of the Pacific a city which should be a credit to the nation and a power in the exploitation of the great ocean.
Are they here now, these new city-builders, or must San Francisco wait for another generation? They must be men of broad minds, for this is no ordinary problem to be worked out. It is certain that in the near or distant future there will be here a very large and very wealthy city, probably the largest and wealthiest in the world.
Let me confess that to me it does not now seem so ... Cecil Barr-Smith walked out and stood on the platform. General Lattimore was apparently thinking of the features of the situation which had struck Antonia as romantic. "You young men," said he, "are among the last of the city-builders and road-makers. My generation did these things differently.
But Alexander was only the topmost wave in the surging of a long imminent, inevitable racial movement. Its effect upon civilization, upon the world, was incalculably vast. Alexander and his successors were city-builders, administrators. As such they spread Greek culture, the Greek idea of individualism, over all their world.
At the broad end of the level summit I marked out Venezuela, showing by means of a long line how the Orinoco divided it, and also marking several of the greater streams flowing into it. I also marked the sites of Caracas and other large towns with stones; and rejoiced that we are not like the Europeans, great city-builders, for the stones proved heavy to lift.
"You make my head ache, my son," complained Mrs. Manning, shrinking from his boisterous gratulation; but Mr. Morgan returned his hearty embrace, and as he gazed into his bold, bright face, with an eye as bright as his own, replied to his burst of enthusiasm, "You are the very boy for the West, George. It is out of such brave stuff that pioneers and city-builders are always made."
